I see a REL1_39 branch for this extension.

Extensions minimum MediaWiki version is 1.40; cannot be undertaken at this time.

The locked/closed sitenotice should now be in effect. A new idea would be that whenever a wiki is closed by the script it would be cw_closed = 2 while cw_closed = 1 would be reserved for wikis closed manually by the bureaucrat or steward.

Something I'll add is that this is now available in WikiForge's setup, so we may be able to take from there. Might be easier than creating from scratch ourselves (see https://github.com/WikiForge/WikiForgeMagic/pull/7), licenses permitting of course.

A slightly modified version would be this:

• have a new cw_closed_inactive which would be set to true along with cw_closed if closed by script OR change the current method so that cw_inactive remains true even if cw_closed is set to true
• make it so that when a wiki is both closed and locked it is deemed steward/T&S closed and the sitenotices appear as such.

Declining for now in favour of a more simplified approach which will be detailed in the parent sitenotice task

Now blocked by T10745 which will make the sitenotice part easy.

Issue here is what will happen when we upgrade to MediaWiki 1.40. As said in T8323, devs seem to only maintain the skin for LTS releases so this will likely break in a few months when 1.40 rolls around and we upgrade. If this info is incorrect now, please do feel free to reopen the task.

Noting that another idea very much related to this would be to allow a sort of 'default templates and infoboxes' package as it's something that often comes up.
