I believe this would be resolved now.
This seems to work now (probably due to infrastructure migration) I was able to download the entire file now. If it still happens this can be reopend.
setContainersAccess worked. Issue was due to swift acting up on old infra.

I would like to start by apologizing on the project's behalf that your task was not resolved within a reasonable time. The community has now decided via RfC to merge with WikiTide and former volunteers will be returning and new ones will likely join. A wait such as this one is unlikely to occur again.

Looks like there's still a no file revision, that indicates it's likely still broken. May need a maintenance script run to fix it.

After T11430, we're back to where we started. Will be running script again after we bring swiftac back online.
